No, if blood can't not return to the heart which usually happens in acute or chronic right heart failure, fluid retention (edema) of the legs occurs first then fluid in the abdomen (ascites). Cramping and ache in the arms and legs are not symptoms of cardiac problem, more consistent with a musculoskeletal versus neurologic issues.
