I have symptoms during exercise in my arms and legs of very bad cramping, ache , heaviness, fatigue and shortness of breath. is it possible that blood isnt getting to my muscles fast enough during exercise and thats causing symptoms?

Might consider a metabolic muscle disease, electrolyte imbalance, dehydration, etc., as seriously doubt vascular insufficiency.
