I would seek an evaluation from your doc and if agreed, a referral to a urologist. A simple procedure (not a full circumcision) could release the glans from the foreskin. Whether you have a genetic or hormonal reason for your penile size must be investigated. Options for any treatment would depend on findings.

This self diagnosis is almost always wrong. In abbility to retract foreskin is called phimosis. You should see a Urologist and have him check the size of your penis. I think you will be OKt
