Sometimes, when the heart is in good condition due to exercise, the resting heart rate decreases because each heartbeat is stronger. But, if you feel woozy from it, you should be seen by a doctor-perhaps a cardiologist-to be certain there is nothing wrong. It is good that your heart rate increases with exercise but see a doctor to be certain the resting rate is ok. Good luck!
