No risk. Condoms work, and blood on the outside of a condom or on intact skin is not a risk. And menstrual blood is no more risky than vaginal fluid itself. No testing is needed if this is your only exposure. However, if you have such exposures from time to time, you should be tested for HIV once in a while, maybe once a year -- even if there were no apparent condom failures. Good luck.
