Can a cyst be underneath the skin so i can feel it but not see it and about half a cm maybe even less across its very small hard and immovable and painless a not tender and also be located on breast above and slightly to the right of nipple?

I expect benign subcutaneous lesions like a lipoma or inclusion cyst to be somewhat mobile. Since your breast may be involved with this mass,I strongly recommend getting an examination and advice from your physician although my sense that it's not a breast mass. You may be referred to a surgeon depending upon the assessment.
