Could be hives: A rash of any kind really requires a visual inspection to properly diagnose. See your experienced doc.

Folliculitis, eczema: It is tough to diagnose a rash without seeing it, but small bumps on the stomach could be a folliculitis, contact irritation, eczema, or a number of other causes. Try putting a gentle moisturizer on it, and take some Benadryl (diphenhydramine) for the itching. If it continues go see your doctor.
