I have had this mole for over 3 years that's always hangs off like a skin tag. it's always been brown, round like a ball, pretty normal. the "stem" does seem to be white, and is the same color of my skin. any concern? not sure if this is new or not?

Your statement is somewhat conflict between the first and the last sentences. If this lesion has not changed for 3 years it is not a melanoma.

Go to a dermatologist to have it removed and a biopsy taken. No more worries and a hanging piece of skin.
