What causes loose stool ( watery) in newborn 3 weeks old for 2 weeks duration? note: just loose stool but not frequent , baby mixed feeding , well hydrated , gaining weight. should i change formula type?

You say mixed feedings but do not say of what. Breast fed infants that age can pass a wet smear every feed or a watery cradle full once a week. If the kid is alert/feeds well/is gaining weight, I think it is fine to continue what you are doing.
