My baby daughter is 14 weeks old. her stool is very watery, its been like this for a while now. she drinks breast milk. she has a good appetite. she drinks every 3 hours. she is picking up weight. is this normal?

Yes: Breast milk stools vary from patient to patient. They are often looser than those on formula and or solids. As long as the kid is a vigorous feeder& is putting on weight I wouldn't be concerned.
