Are you the same person who asked a question about vaginal area "fleas"? If so, see that response. If not, it's impossible to judge the cause with only this information; there are too many possibilities. Is there redness, rash or red spots? Skin flaking? If the problem continues, you'll need to see a doctor in person, ideally a dermatologist. Good luck.

Most likely fungus such as jock itch. Have a Dr look at it.

If you mean on your penis- apply hydrocortisone cream for a few days after cleaning area. if not better see a dermatologist
