I would join a gum and ask for instructions on how to build up arms and chest muscles. Then do them and see if that helps. Also look at the upper bodies of all of your blood relatives and see what they look like. This sort of body habitus likely runs in some families and gallops in others.

Find a personal trainer and work out with his or her instructions, and a special diet if indicated. You could buy some weights and work out at home.
