I use earbuds 4 hours a week. i can confirm that when i use it, i can still hear the voices of people's conversations, and can still communicate smoothly. can i assume that my sound level is safe enough? i never try to cover ambient sound with music?

It sounds like you are using earbuds safely. If any doubt, you can easily find cost-free online sources for quick and simple hearing tests which are pretty good at determining if there are frequencies for which your hearing isn't great. If so, ask your doctor to refer you for formal audiology testing and/or to see an ENT specialist. But from what you say, probably all is well.
