Bright red blood on/in fecal debris usually originated from near the outlet. Either the anus itself or nearby. This often accompanies hard/bulky or rapidly passed poop. Blood from further inside (colon) is usually darker towards a maroon color due to digestive enzymes. The description suggests an issue at the outlet.

Any abnormal bleeding warrants an evaluation. Even if your bleeding is from a benign cause like hemorrhoids, the bleeding can make you anemic. It would be prudent to see a doctor.
