Blood pressure fluxuates somewhat in all people, but ideally the average blood pressure should be under 130/80 to minimize damage to the blood vessels feeding the heart, brain, and kidneys. Spikes of higher blood pressure over 130/80 should be rare, but if they are becoming a normal occurrence, then treatment may need to be considered.
