Genital lesions, either caused by bacteria or especially virus, do not often mount a systemic response with high white cell counts (leukocytosis). You should see a doctor, preferably an infectious specialist, for those lesions.

This sounds very much like you indeed have a penile infection. "Ulcers that come, heal and go away without medication" sounds exactly like genital herpes, although fever usually doesn't accompany recurrent herpes, which usually has no effect on the WBC count.
