The level of the blood pressure sometimes is not as important as the rate of the rise in BP. Someone whose usual BP is 130/80 & suddenly rises to 170/100 may experience severe symptoms whereas someone with a constant BP of 160 may tolerate a rise to 200 without symptoms. However, most consider 180/120 to constitute an emergency. I have treated many patients outside the hospital with higher BP's
