I had a orchiectomy about 3 to 4 months ago and does the excess skin where the testicle was ever go away or is it permanently there it doesn't cause pain or discomfort but feels very weird as its like a deflated balloon?

It is not excess skin but appears like that for that side is empty. It will cause you no problem and you will get used to it. If it really bothers you a prosthesis can be placed there by a Urologist.
