Not feasible to be precise, but would certainly wonder about a diabetic neuropathy affecting hands, especially carpal tunnel syndrome, but cannot exclude arthritic issue. This needs thorough evaluation by an orthopedic hand specialist, and perhaps blood testing and an EMG study.
