Only when the pain is intolerable and prolonged or the pain is associated with other symptoms such as abnormal urination or leg weakness. If you do not have any associated symptoms, just bed red for one day and take ibuprofen OTC 2-3 tablets (with some foods) every 6-8 hrs as needed for pain for a couple days if you are healthy otherwise. You should resume activity when the pain subsides.

Almost invariably, the sole time to go to a hospital for low back pain would be for a local injection for pain management, or surgery, but these tasks could also be handled in an ambulatory center. A visit to a physiatrist or osteopathic physician might provide the interventions you seek.
