My dog bit my face about 10 years ago and left some scars. sometimes the scar that's by my lower lip gets tingling sensations. is this normal?

There could be tingling even if there was no scar. It is unlikely to be rabies, I think anxiety may be heighteing the sensitivities and the sensation. I wonder if you have had herpes infection (cold sore or chickenpox) in the past, that may also heighten sensitivities and tingling.

It could happen incidentally or there could be sensory nerve branch in the scar. If it persists or is annoying pl see a surgeon.
