My weight has been consistent the last 4 days. it fluctuates by 0.4 oz. day-by-day. one day i will lose 0.4 oz. and the next day i gain 0.4 oz. i regularly do cardio and lift up to 20 lbs. why wouldn't i see a drastic change?

You need to burn 3,500 calories more than you take in to lose one pound of weight. 30 minutes of cardio exercise can burn 150 to 300 calories. If you burn/reduce intake by 500 calories per day you will lose a pound per week. Combination of diet and exercise.
