I got shocked by touching a machine felt a vibration through my fingers and hand though the machine was plugged but off , my arm a bit sore , should i see a doctor? is this dangerous?

Sounds like a minor electrical shock and harmless, no need to see a doctor. But get rid of that machine, and 100% do not use it near water (e.g. bathroom, kitchen, etc).
