It would be prudent to consult the surgeon who performed the surgery as hernia surgery should not affect the size of your testes.

This can happen due to blood collection in the area from surgery. Suggest weear a scrotal support. Use heat locally for 15-30 mts #x a day. It should go away in a few weeks. But see your surgeon and let her/him diagnose the cause. Good luck
