Seizures are always abnormal and should be investigated and never part of menstrual cycle. The person with epilepsy may have reduction in seizure threshold with stress and that may be why the person has it around the menstrual cycle.

Non-epileptic females would not tend to get seizures associated with menstruation. But patients who do have epilepsy, and are not adequately controlled by anti-epileptic medications are at risk from numerous triggering events at anytime.
