I have heard that limbs can survive up to 8 hours with no oxygen in the case of getting your arm or leg stuck when rock climbing or some other activity. is this true and are there any lasting conditions if the limbs were saved?

There is no simple answer. If blood supply were occluded with a blood pressure cuff and the limb cooled down, it could last 8 hours. A traumatic event causing interruption of blood supply will have additional damage, like crush injury and may damage the limb even without complete interruption of circulation.
