The vein will appear in dark blue color and it will flat out when you push along it to the base of the penis and it engorges when you push down to the tip of your penis.

Seems lake a thrombosed (clot) vein which is fibrosed (scar). It usually heals completely . Pl see a Urologist for exam and correct diagnosis
