I hurt my right wrist at the thumb a while back and it locks back quite a bit and hurts could i have torn ligaments?

Probably not: Your description is suggestive of trigger finger, which is caused by the dysfunction of the pulley/tendon mechanism in the hand. If it is painful, you may benefit from seeing a rheumatologist who can inject a little corticosteroid that will resolve your symptoms.
