What would cause a very low luteal day 21 progesterone? i just got my results and it's 0.5 ng/dl. above 30 is ovulatory. does this mean no ovulation? i also have irregular cycles, awful pms, spotting between periods. what are all potential causes?

Progesterone is secreted in the luteal phase from the corpus luteum of the ovary which only occurs after ovulation ahs occurred in that menstrual cycle. In other words, ovulation did not occur with the low progesterone number you have presented. Contact your GYN MD for answers to the PMS issues and irregular cycles especially if you are trying to conceive.
