Theoretically it is possible for a girl to get pregnant in her very first menstrual cycle and not have period due to becoming pregnant at first ovulation.

Puberty is a transition time and may be fast @3 yr or slower at 5-6. If a girls body has not been prepared for pregnancy, with nipple/breast enlargement and other signs of estrogen effect, she will not ovulate or get pregnant. However, if you are using first menses as the definition of puberty, it is not. Girls can get pregnant if they ovulate before 1st menses, I delivered a baby to one @13.
