Cold weather exposure is associated with certain conditions. These include cold induced bronchospasm, frost bite, hypothermia and hives.

Cold temperature can trigger some temperature sensitive afflictions. Breathing cold air can trigger the airways to spasm in some people. The common effect for all is driving people to gather inside temperature controlled areas in closer physical proximity. This closeness increases spread of any existing respiratory viruses. It doesn't cause a cold, it allows it to spread easily.
