Severe right and moderate left c5-c6 foraminal stenosis, can this cause pain in my right hand at base of thumb along with swelling?

Pain is possible with radiculopathy for C5-6 due to nerve compression but first MCP joint swelling is not consistent with radiculopathy. Local joint problem is more likely.
