My skin has never been clear since i was 12. i just started using cervae hydrating cleanser and the am and pm creams. this is my 3 day of it. my acne is flared up. is this normal? is it a breakout? should i just give it time?

Depends on what else is going on with you:time of menstrual cycle,stress,some dietary changes can all affect acne flare-ups.Some creams and cleansers may either be too moisturizing or too harsh, both of which can exacerbate (make worse) acne.Try holding off on that regimen for a few days and think about the other factors to see if they might be adding to this. If it continues, consult your doctor.
