Are you certain it is psoriasis? While genital psoriasis does happen, it is certainly unusual. Topical steroids can be used safely for genital psoriasis for short periods of time but are not my first choice and not for a long time because they can really thin the skin over time. They do not affect fertility at all. This does sound like something a Dermatologist could really help with.
