My sister is on her 11th day of covid symptoms, she hasnt had a fever for about 8 days, no symptoms except very mild cough (like twice a day). can she spend time with her boyfriend without a mask? he doesnt have covid but they just want to hang out?

It is not a good idea to not wear mask because you are not sure she is still not shedding the virus. The duration of virus shedding is variable regardless of other symptoms and the vulnerability of those exposed may also be unpredictable so better to be cautious.

People are usually not contagious once they have been afebrile for 24 hours without taking fever reducing medication. If her boyfriend is vaccinated, there is little risk of him getting sick. Get vaccinated and boosted.
