Either one will require medical attention. Rather than trying to self diagnose, see a Physician.

Appendicitis may star as pain near the bellybutton and then the right lower belly/. UTI causes frequency urgency and burning in urine and sometimes pain above the pubic area. Self diagnosis is dangerous if symptoms pl see your MD

Appendicitis is very painful . Pain is in the right lower part of the abdomen. A severe urinary tract infection -UTI is also painful but you would have lots of issues with urination burning, frequency , hesitancy , small voids with feeling of incomplete urination and need to urinate again . If you are currently having severe abdominal pain would go to the ER now . Appendicitis is an emergency
