Please see a dentist for an exam. A Mucocele which is a blocked salivary gland or duct. These are benign lesions that fill with mucus fluid, usually caused by recent trauma. If large, chronic & severe they may need to be removed by an oral surgeon & biopsied. If small and non-irritating, they may self-resolve but it’s important to find the source of trauma. Tingling on tongue is a separate issue.

You use the term "blisters," plural, so probably not mucocele. You describe a 6 year ongoing saga that may or may not be related to your current symptoms. Perhaps you should be evaluated by a specialist Oral Pathologist or be seen in the Oral Medicine Department of a Dental School.
