The effect of these germs on fertility is caused by direct action by infection of the Fallopian tubes. It damages the structures to the point they do not support safe transit of the egg or the egg+sperm conceptus to the womb. Localized mouth/throat infection would not proceed to the tubes and initiate those changes.
