PRP does have purported cosmetic uses, such as filling the volume lost in hollow cheeks. I have not heard of it being used under the eyes, and its usefulness for any cosmetic purpose has not been proven. I would suggest consulting a good plastic surgeon or cosmetic dermatologist, who might suggest a more conventional approach, such as a hyaluronic acid filler.
