Gallium collects at sites of infection. Your doctor is checking to see if the source of the draining pus is a deep infection underneath, such as osteomyelitis (bone infection). At your dad's age, something like that is quite likely. (Both the right and left feet probably are being scanned in order to have a comparison of the involved side with the presumably normal results on the right.)
