Your question is incomplete. Nasal swab should be done on both sides. If it was done on both sides and only one side is congested, it could be beginning of a common cold, trauma from swabbing or even Covid 19 as the incubation period is 2-14 days.

Another test may be helpful to rule out COVID-19. Congestion is a common symptom of respiratory viral infection. A COVID-19 PCR test is very accurate. If the second test is negative, treat symptoms. Remain quarantined until cleared. Monitor temperature and breathing. Watch for shortness of breath.
