Lactose intolerance is unlikely to cause pain localized to belly button unless you have a latent umbilical hernia that is aggravated by the gas.

Lactose intolerance is not likely to be involved in the belly button pain for which a rather local cause appears likely. Best would be to see your doc for clarifying and addressing it properly.
