Typically, high volume noise, at substantial decibels, chronically, can eventuate in high frequency sensorineural hearing loss. Would not think that a cell phone turned up to full volume would be harmful unless you held it close to your ear. Absence of ear buds, or head phones, there is far less potential for hearing issues.

It really doesn't matter too much the source. The longer and louder the sound your exposed to, the more potential damage your inflicting to your hearing
