Safe, but why?: Unless you're using your penis to toss a salad, there's no reason to apply olive oil to it. By the way, is is virgin olive oil?

Yes: Yes applying olive oil to the glans penis is safe however i'm not sure why you would be doing that other then for lubrication reasons. There's no medicinal effect.
