Intraocular floaters are secondary to many reasons, including the consequences of a vitreous detachment. Floaters at a younger age do not predict inevitable vitreous detachment in "all people".

No not necessarily. People can experience the symptoms of floaters and not have a posterior vitreous detachment. However, the majority of patients with floater symptoms have a posterior vitreous detachment.
