I assume you're noticing traces of mucus in the urethra. Normal urine contains a small amount of urine&traces of it can be left behind in the urethra. If you have infection or inflammation of the urethra white blood cells can also be in the urethra,but usually there are associated symptoms such as urinary burning& frequencyµscopic exam of urinary sediment shows a lot of white blood cells.
