HPV can be transmitted sexually and non-sexually, if the skin has been broken or scratched. Pubic hair grooming has been associated with some transmitted sexually transmitted infections. Shaving can cause tears, even when there are no visible cuts. However, you also need to consider how much time has passed between the 2 events. In theory, this might transmit HPV, but there are few cases known to be acquired in this way. Most likely your sister will be fine. Also, at age 17 it may be likely she is sexually active, or will become sexually active soon. If and when that happens, she'll be at far higher HPV risk from sex than sharing your razor. If she has been vaccinated against HPV, she is at even lower (near zero) risk.
