I am living under fear from last march for having blood drawn and till now i have been getting myself tested and it has been negative. every time i go for a test, i fear that i infected again thinking that the person who drew my blood was hiv positiv?

One cannot catch HIV during a routine blood draw.

No worries. President Franklin D. Roosevelt said in 1933, "...let me assert my firm belief that the only thing we have to fear is fear itself..." Medicine, like everyday life, is full of uncertainties because even the rarest events "can" happen. The real question is how "likely" is something to happen? Patients do not catch HIV from their HIV-positive doctors, nurses, or phlebotomists in the lab.
