My two children are having runny nose, sore throat and cough for the last two weeks. they are not getting worse but not getting better as well. they are fever free. could it be a bacterial infection?

Highly unlikely to be a bacterial infection, sounds to me that they both have upper respiratory infections due to a number of viruses, such as Adeno virus, parainfluenza, Rhino virus, not COVID corona virus, RSV, influenza A & B, metapneumonia, etc.
