Regular normal length periods do not guarantee fertility as it is estimated that a third of seemingly normal menstrual cycles are eggless meaning that no ovulation occurred.

Regular cycles suggest ovulation is occurring and fertility at some level is likely. Conception does require a partner that is also fertile.
